Roberto Ricci Mingani

Director General of Knowledge, Research, Labor, and Business for the Emilia-Romagna Region

With a degree in Economics and Business, he has been working in the public sector for over 25 years, implementing measures to support businesses.
He began working on regional development projects, particularly in the tourism sector, and then moved on to regional industrial policies, craftsmanship, and cooperation. 
Since July 2025, he has been Director General of Knowledge, Research, Labor, and Business for the Emilia-Romagna Region.
Since April 2025, he has been a member of the Technical Committee of the Foundation for Businesses and Skills for Made in Italy at the Ministry of Enterprise and Made in Italy, representing the Conference of Regions. 
In 2015, he became head of the Industrial Policies, Crafts, and Cooperation Service of the Emilia-Romagna Region, and in 2016 head of the Business Qualification Service.
Since 2022, he has been head of the Sustainable Innovation, Businesses and Production Chains Sector, overseeing the implementation of EU programs for the competitiveness and attractiveness of the production system. 
He was involved in the organization and management of the production sector's reconstruction after the 2012 earthquake.
From 2004 to 2011, he was an official and then head of the Tourism, Productive Activities and Structural Funds Service at the Province of Ferrara.
