End-of-Waste: Permitting and Controls

The "End-of-Waste" framework is a key tool in the circular economy, as it significantly contributes to reducing the use of natural resources, decreasing landfill disposal, and limiting overall environmental impacts.
End-of-Waste permitting, however, presents significant complexities, especially in cases where there are no harmonized criteria defined at the European or national level and it is necessary to proceed with case-by-case assessments. In such situations, the competent authority is required to define specific conditions based on a thorough analysis of the production process, the characteristics of the incoming waste, the treatment technologies adopted, and the quality of the output material. This assessment must ensure that the resulting material is suitable for its intended use, compliant with technical and regulatory standards, and free from negative impacts on the environment and human health. In this context, a balance between regulatory rigor and operational flexibility emerges, allowing technological innovation to be supported without compromising environmental protection levels.
The day aims to begin with a state-of-the-art analysis and then address, with key industry players, the issues currently hindering the full development of circularity.
