Massimo Ricci

Biography

Massimo Ricci is Director of the Environmental Division of ARERA, the Regulatory Authority for Energy, Networks and Environment. Holding a degree in Electrical Engineering from the University of Pavia and a PhD from the University of Pisa, he has extensive experience in regulatory activities and governance of public utility services. At ARERA, he oversees the regulatory processes for environmental services, contributing to the development of tools and policies aimed at improving sector performance, promoting the circular economy and achieving environmental sustainability goals. Throughout his career, he has held prominent roles at the Italian energy regulator and in the energy markets sector, including Director of the Energy Division and of the Wholesale Energy Markets and Environmental Sustainability Directorate at ARERA, Chief Executive Officer and Managing Director of the Energy Markets Operator (GME) and President of Europex, the European association of energy exchanges. An expert in regulation, energy market functioning, environmental sustainability and the development of European energy policies, he has for many years contributed to the evolution of the regulatory and market framework in support of the energy transition and decarbonisation, now applied to the regulation of environmental services.
