Closing the loop: the new challenges of the Circular Economy Act

The Draghi report on competitiveness and the Letta report on the internal market have recognised the circular economy as playing a strategic role in the path towards decarbonisation, resource efficiency and strategic autonomy in procurement. It is on this ground that the Circular Economy Act will intervene, reshaping the regulatory framework within which circular economy actors will be required to operate: the end-of-waste status, the creation of stable demand for secondary raw materials, extended producer responsibility, the barriers that fragment the internal market for materials, and the role of recycling and recovery. On these issues, the conference will bring together European and national representatives from the world of institutions and industry: what concretely changes for those managing waste, which unresolved issues remain in the process between Parliament and Council, and what instruments Italy needs to support its implementation.
