Francesco de Leonardis

He is a full professor of Administrative Law and Environmental Law at the Department of Law of Roma Tre University. He has been a lawyer for over thirty years – for nineteen years admitted to practice before the Supreme Court – and is the owner of a law firm based in Rome specialising in Administrative Law and Environmental Law (www.studiodls.it). He is the author of over one hundred and twenty scientific publications on Administrative Law, Administrative Justice and Environmental Law. He is a member of the Interministerial Commission for the reorganisation and codification of current regulations on environmental matters. He is the director of the Research Centre 'Diritto dell'Economia Circolare' at the Department of Law of Roma Tre University. He is co-editor of the scientific journal 'Diritto amministrativo'. He is president of the Italian Association of Environmental Law – AIDAMBIENTE. He has been a member of Arbitration Panels for the resolution of disputes concerning public contracts. He has been an external member of the Supervisory Body of leading Italian companies. He has been a consultant to the European Economic and Social Committee. He has been president and member of Ministerial Commissions for the drafting and reform of legislative texts. He has been a consultant to a bicameral parliamentary inquiry commission. He has been a member of the Committee of Experts (CLEP) for the determination of Essential Levels of Services at the Presidency of the Council of Ministers.
